OVERVIEW

  Insurance section:
  
The Sib survey only gets detailed plan characteristics for Medicare supplement
and Medicaid HMO plans. The CATI instrument automatically asks the relevant
plan characteristics series for each private type of plan identified (1st plan,
2nd plan etc) and then each Medicare plan (if Sib gets Medicare) and finally
each Medicaid plan (if Sib gets Medicaid). Sib's age 65+ are asked first about
public insurance, then they are asked about Medicare and insurance that
supplements Medicare, and finally about Medicaid plans (if they get Medicaid).
Sibs under 65 are asked about characteristics of all private plans, then (if
applicable) they are asked about Medicare plans and finally Medicaid plans.
However, once  insurance characteristics are gathered for each of Sib's plans,
Sib goes  to sstop2. Medicare eligibles are asked detailed characteristics
about any plans that supplement Medicare.

  Utilization Section:
  
The utilization section of the SIBLING telephone survey is also simpler than
for the grads. It gathers information on usual source of care, usual provider,
how long sib has been able to go to this place/person, as well as details about
doctor's specialties. It does not ask about where specifically (name of
clinic/location) the respondent gets his or her care. It does not asked about
changes in providers.(The mail survey includes further questions on health care
utilization and costs.)
 
  Medicare Data:
  
Beginning in 2005, Sibs were asked if they would give permission to let the WLS
get their Medicare records. This is described in cor846.
