Chrome will not always allow the Citrix Receiver to start automatically when you connect to Winstat unless you explicitly allow it to do so. Fortunately it's a very easy change to make.
Start Chrome and type chrome://plugins in the address bar.
Find Citrix ICA Client in the list, and check the box for Always Allowed.
Log into Winstat as usual and it will now work.
Note that Chrome cannot dected the presence of the Citrix Receiver on your computer, and will suggest you install it every time you log in. You do not need to do so; click Skip to Log on to proceed.
