Richard V. Burkhauser is a professor of economics at the Maxwell School, Syracuse University and a coeditor of the Journal of Human Resources. Paul J. Gertler is a research economist at the RAND corporation and a coeditor of the Journal of Human Resources. This special issue could not have been completed without the editorial assistance of Martha Bonney and the administrative assistance of Esther Gray.
