Hartog, Joop. [A Review of A. J. M. Hagenaars' The Perception of Poverty] 1988. "Poverty and the Measurement of Individual Welfare." Journal of Human Resources 23(2):243-266.
This review of Hagenaars' The Perception of Poverty gives a lengthy presentation and evaluation of the Leyden approach of measuring the individual welfare function of income. The key feature of the approach is the claim that welfare can be measured on a 0,1 scale. The review discusses the book's wealth of material on poverty in Europe within this theoretical framework.
The author is a professor of economics at the University of Amsterdam. He is grateful to the authors whose work is under review here, i.e., Aldi Hagenaars, Arie Kapteyn, and Bernard Van Praag, whose careful comments have eliminated some errors and misunderstandings from a previous draft. He also expresses thanks to Wouter Keller, Joop Klant, Joop Odink, and Jules Theeuwes. He found Jan Pen's "review of his review" quite illuminating.
