Among the findings of a study of the GI Bill is that vocational-technical training taken under the GI Bill raises earnings capacity by more than does similar training taken under the more traditional MDTA and CETA programs. The earnings effects of training are significantly greater for blacks than for nonblacks. In addition, the use of the GI Bill by black and educationally disadvantaged veterans is substantial; indeed, when AFQT score and prior schooling are held constant, black veterans use their GI Bill benefits more than do nonblack veterans.

This paper reports results from a study done jointly with Sue Ross and supported by a grant from the Office of Manpower, Policy and Research, U.S. Department of Labor.
