On the surface, the raw differentials in earnings and employment between blacks and whites and males and females in the federal service suggest that employment opportunities are far from equal. To further investigate this issue, micro data from the 1970 Census are used to compare the earnings and employment of federal workers having similar productivity characteristics but differing in race or sex. Even after adjusting for productivity differentials, earnings and employment opportunities in federal service are shown to vary by race and sex.
