Mr. Horner is Assistant Professor of Economics, Wayne State University. Mr. Lefcowitz is Associate Professor of Social Work, University of Wisconsin, and a staff member of the Institute for Research on Poverty. Mr. Mamer is a Research Associate with Mathematica, Inc. Mr. Poirier is Assistant Professor of Economics, University of Illinois, Urbana-Champaign. Mr. Spilerman is Professor of Sociology, University of Wisconsin, and a staff member of the Institute for Research on Poverty. Ms. Wright is Lecturer in Sociology, University of Massachusetts, Amherst. This paper was drafted by Harold Watts, drawing freely from the chapters contributed by the co-authors to the Final Report of the Graduated Work Incentive Experiment in New Jersey and Pennsylvania.
