The author is an Associate Professor of Economics, University of Wisconsin, and a staff member of the University's Institute for Research on Poverty. This paper is a condensation of Chapter C-III of the Final Report of the Graduated Work Incentive Experiment in New Jersey and Pennsylvania. The model summarized in Section I is specified in detail in that chapter, and draws upon material appearing previously in [5], [6], and [7].
