An initial version of this study was completed in the summer of 1964 when the author was at the Institute for Defense Analysis. The author is indebted to Elizabeth Johnston and Ellen McCaughn for developing most of the data and carrying out most of the computations, to Finis Welch for several highly perceptive comments which led to significant modifications in both the theoretical and the empirical discussion, and to Glen Cain and an unknown referee for pointing out some opaque and undeveloped assertions. The author is also indebted to the Department of Defense statistics on enlistment rates for being so congenial to the hypotheses of the paper.
