This article seeks to evaluate the extent to which the in-school and summer NYC programs have prevented high school dropouts and improved the labor market performance of its enrollees. It was found that those who enrolled in both an in-school and summer program gained the largest labor market benefits. The summer program, alone, yielded no direct monetary benefits but may well be justified on other social or political grounds. The combined programs yielded a positive rate of return and can be considered an efficient labor market investment. It was found, however, that NYC enrollment did not increase the probability of high school graduation for the sample of enrollees taken as a whole. There were positive effects on the probability of graduation for Negro females and American Indians.
