Michelson, Stephan. 1972. "For the Plaintiffs--Equal School Resource Allocation." Journal of Human Resources
The author is an economist at the Center for Educational Policy Research, Graduate School of Education, Harvard University. This paper is an outgrowth of my work on the Hobson v. Hansen civil action in Washington, D.C. I am most grateful to Peter Rousselot, attorney for plaintiffs, who invited me to work on this case, encouraged me to write up my results, and commented on earlier drafts of this paper. To Julius Hobson, who allowed excessive complexities to enter the arguments despite his (warranted) fears that it might confuse some of the issues, my thanks also. Polly Harold provided magnificent assistance, and John Gray, Eugene Millstein, and other students at Harvard generously aided this effort. Finally, I thank David K. Cohen, David Kirp, and W. T. Parmenter of the Harvard Center for Law and Education for their support, and Jane L. David, Christopher S. Jencks, Alfred G. Karnes, Henry M. Levin, and Michael A. Woolf for their comments.
