Data on educational attainments of the Turkish population and the wage structure are used to estimate the private and social rates of return to higher education in Turkey. Private rates of return of 20-25 percent are found for secondary school and university education. The computed social rate is about the same as the private for secondary education, but less than 10 percent for university education. The high private rate of return to higher education may explain the imbalance in Turkey's educational pyramid, with an excess supply of college graduates and excess demand for persons in the middle-skill groups.
